What is A516 Grade 70 PVQ Plate?
ASTM A516 Grade 70 plate is a pressure vessel quality carbon steel plate intended for welded pressure vessels where improved notch toughness is important, in moderate and lower temperature service. PVQ is the short form of pressure vessel quality. It means the plate is made and tested to the stricter rules that apply to pressure vessel plate, not to the rules for general structural steel.
Where the plate is dual certified, the mill certificate carries both the ASTM A516 Grade 70 and the ASME SA-516 Grade 70 designations. The same plate can then be used against an ASTM purchase specification and on an ASME Section VIII job.
A516 Grade 70 PVQ Plate Specifications

ASTM A516 Gr 70 PVQ Plate Chemical Composition
| Element | Composition (%) |
|---|---|
| Carbon (C), max, up to 12.5 mm | 0.27 |
| Carbon (C), max, over 12.5 mm to 50 mm | 0.28 |
| Carbon (C), max, over 50 mm to 100 mm | 0.30 |
| Manganese (Mn), heat analysis | 0.85 to 1.20 |
| Manganese (Mn), product analysis | 0.79 to 1.30 |
| Phosphorus (P), max | 0.025 |
| Sulfur (S), max | 0.025 |

| Silicon (Si), product analysis | 0.13 to 0.45 |
ASME SA 516 Grade 70 PVQ Steel Plate Mechanical Properties
The table below lists the tensile strength, minimum yield strength and elongation requirements for ASME SA-516 Grade 70 PVQ steel plate.
| Property | Value |
|---|---|
| Tensile strength | 70 to 90 ksi (485 to 620 MPa) |
| Yield strength, min | 38 ksi (260 MPa) |
| Elongation, min | 21% in 50 mm (2 in.) or 17% in 200 mm (8 in.) |
| Density (typical, carbon steel) | 7.85 g/cm³ (0.284 lb/in³) |
Tensile and yield values are the same at every thickness. For elongation, only the gauge length matching the test specimen applies, and the requirement is reduced for plate under 8 mm. The certificate shows the figure for your thickness.

What Makes A516 Grade 70 a Pressure Vessel Quality Plate
Four requirements sit behind the pressure vessel quality label on this grade.
Killed steel
The steel is fully deoxidised before casting, so it does not gas off as it solidifies. That gives less segregation and a more uniform plate.
Fine grain practice
This is the basis for good notch toughness, which is what a vessel needs at lower temperatures.
Controlled chemistry
Phosphorus and sulfur are capped at 0.025 percent each, and the limits apply to both heat analysis and product analysis.
Full traceability
Each plate is marked and certified to its heat, so the certificate ties back to the plate on your shop floor.

A516 Grade 70 PVQ Plate Delivery Condition
Plate 40 mm and under is normally supplied as-rolled. All our ready stock is as-rolled. You can order it normalized or stress relieved instead. Plate over 40 mm is supplied normalized.
Impact testing is not part of the standard requirements, so it is only carried out when you call for it on the order. If you order impact testing on plate up to 40 mm, that plate has to be normalized unless you state otherwise. State the test temperature, specimen orientation and acceptance criteria on the order.
Send these with your enquiry:
- Thickness, width, length and quantity
- Delivery condition, as-rolled or normalized
- Design temperature
- Any impact testing, HIC testing or inspection requirement
